I think he might have meant "promised" in a very loose sense in that "it was said with intention of"...I always figured that was what customers meant when I worked in Barclays call centre, they'd say "I was promised a call back" when in fact we would never ever promise that at all as they were very rare.

 

In those customers' cases they just said "promised" to add weight to their complaint (not that Howie is doing the same) .
