The original movie also ends with the dude saying that it was doubtful that there was only one Godzilla monster - which is why despite being a pile of Bones at the end of the 54 movie, the creature seems to return. It doesn't really matter though, there are so many continuities in this thing that it's impossible to figure out what is going on. But Kiryu is the big example. Made of the bones of the original monster, to fight the new one. I hate sandcastles. I hate sand in general really.

Well, I'm pretty sure they state outright that the Godzilla monster present throughout most of the Showa-Era is not the same as in the first movie, but a creature 'of the same species'.
