You'd have to wait for a mod to confirm, but normally that's not possible i'm afraid

Yes, I'm afraid they are non-refundable and non-transferrable so upgrades are not possible.
Things change a bit if the event sells out but then you have to pay to re-sell and I doubt you'd get another.
