Massive Events have Hallowhedon, 28-30 October, so Buffy/Angel people aren't likely at EMS.If a guest is announced for a ME event then it is less likely that the same guest will be at a SM event within a reasonable timeframe, and vice versa. It does not mean that guests from those shows are not considered for EMS just because there is Hallowhedon. After all they may be available for EMS and not Hallowhedon.
