What's the name of Teyla's race? Sorry I don't agree with your answer. The city was powering up as they were walking around it and this was causing the power drain that ultimately started the shields to fail. But the city rising was not part of the city "coming to life". The city actually started rising because the shields were failing and the city was starting to flood, the city had a built in safety feature that made it surface rather than completely flood. They talk about it when McKay has the personal shield on. Weir says she doesn't believe that the ancients would build something that would ultimately kill someone and that it would probably have a safety shut off like the city had a built in safety feature that raised the city to stop it from flooding.
