Things like LOTR etc. are a brand name with a following, "action-hero" is not a brand name and could be too vague and broad to have a con all of its own. I'm not sure you could get a load of action heroes and sidekicks all in the same room at the same time anyway which is another reason why they are better suited to an all-round con like LFCC or CM.
